The Postmaster-General was,and is
still, unable to entertain these applications on the
grounds that there is no sufficient reason for making the
concession.
The Chinese Fost Office is grant-
-ed the privilege referred to because it is the native
Post Office and is the only Post Office that functions out-
-side the limits of the Treaty Ports and will accept
letters for delivery outside such Ports.
The French Post Office was
accorded the privilege because it is established on French
Territory (1.e. the French Concession on the Shameen at
Canton), and because it has subsidised its own line of
steamers for conveyance of mails to Hongkong; and because
certain privileges were given to the Hongkong Fostel
Administration regarding mails carried to Shanghai by the
contract packets of the Messageries Maritimes.

On the other hand the German Post
Office at Canton has been built on the British Concession
on the Shameen. It operates, therefore, in British Territory
where there is already a British Post Office with which it
is in direct competition.
The German Fost Office has no
regular steamers by which to send their nails to Hongkong
